EFU is looking to immediately hire a well-qualified Project Manager for its project entitled Women Leaders Project for Gender Equality & Empowerment. 
 
Terms of Reference
The Women Leaders Network for Gender Equality and Empowerment is a three-year and a three-pronged project that involves: 1) working closely with and supporting women parliamentarians and local council representatives to address inclusion and discrimination within the constitution; 2) identifying and connecting NGOs focused on serving women and their constituencies with their representatives in the Parliament and at the local councils; 3)  mobilizing public opinion and collaborating with the media to bring pertinent issues to the fore.   EFU will support parliamentarians and their constituents by combining on-the-ground research alongside legal research to amend discriminatory or exclusionary laws and legislations concerning criminal justice, labor, and personal status.  EFU will also collaborate with relevant NGOs to enhance their capabilities and support them to best serve their purpose and their constituencies.  The project operates within six governorates:  Giza, Sharqeya, Suez, Alexandria, Assuit, and Suhag. 
 
The Project Manager (PM) will implement the project, the project report, and implement the Monitoring and Evaluation framework. The PM  will oversee the Project Coordinator, Local Coordinators, and work collaboratively with the Social Media and Outreach Manager and the Accountant to achieve project objectives in a timely and efficient manner.  Additionally, the PM will collaborate with the EFU team to develop and update EFU's strategic planning and organization, visibility, and new projects. 
 
 The Project Manager reports directly to the Executive Director.

General Responsibilities
  • Oversee and support the implementation of project activities and be the primary contact point for the project
  • Oversee the project budget, budget allocation, and ensure that expenditures are consistent with EFU procedures
  • Update the project plan as needed
  • Ensure project activities are documented and reported to the project team, stakeholders, EFU staff, and donor organizations
  • Identify project stakeholders amongst parliamentarians, local councils, CSOs, and constituents
  • Identify and assess partnering NGOs on the ground and determine their training and institutional development needs
  • Ensure that project activities comply with the project documents and with organizational policies
  • Develop action plans and oversee the timely delivery of all project activities
  • Facilitate discussions and build cross-functional relationships to accomplish project objectives
  • Review performance of project team and develop solutions to challenges to achieving project objectives
  • Oversee the implementation of the M&E framework
  • Ensure a high level of fiscal control and accountability for the project
  • Submit activity reports and financial reports on a regular basis and as required
  • Coordinate implementation of project activities with volunteers and consultants as per grant agreements
  • Troubleshoot project challenges, design, and implement effective solutions
  • Participate in the strategic planning process of the EFU
  • Participate in developing the EFU policies
  • Review existing programming within the EFU and make recommendations for areas of expansion
  • Contribute to the preparation of proposals to seek funding to support the current and future programs, and regular reporting on activities undertaken
  • Develop and sustain partnerships with governmental entities, private sectors, national and international organizations to ensure the success of the EFU programs
  • Maintains the integrity and confidentiality of project information and all EFU intellectual property.
