TOR for  Consultancy Mapping of Laws
Egyptian Feminist Union:
EFU as an umbrella of a network of 300 Egyptian NGOs seeks to coordinate efforts of different bodies and groups to create a societal awareness that believes in equality, social justice, human dignity, and respects for human rights of all citizens particularly women. It works with different organizations to enable women to practice their human rights and ensure their participation in formulating public policies, suggesting legislations, and achieving equality and democracy. EFU work includes activities that range from researches, lobbying, advocating, training, and implementing services.
Objectives:
EFU secretary and member NGOs aim at achieving the following:
1.  Undertake the role of speaker and defender of women basic human rights.
2.  Conduct researches and studies about women's issues and problems, disseminate the study’s results and seeks solutions to these problems
3. Coordinate the efforts among its members and between them and other different associations and bodies interested in women’s rights.
4.    Upgrading the capacities of its member NGOs to improve their performance in meeting community needs.
5.  Create database that includes associations and organizations that work in the area of women’s cause.
6. Raising public awareness of basic human right, particularly in relation to women.
 
Background of Girls leads on Safer Cities:
Overall aim:
Adolescents and youth, and particularly girls and young women, take collective action to contribute to gender equality, girls’ safety in cities and have a greater voice in public decision-making at all levels.
The main Objectives of the project
Objective 1: The participating youth groups gain the essential skills and have access to resources and spaces to meaningfully engage in decision making at various levels.
Objective 2: Groups of adolescent girls and boys (age 13 to 24 years) are supported by their families and communities to contribute to change social norms around safety and participation of girls in cities.
Objective 3: Government authorities at local, district and national level strengthen the policy framework for girls’ safety and participation in cities.
a.            Project Location
The project will be implemented in two Egyptian Governorates; Alexandria and Assiut in addition to the aligning the two cities with Cairo, where Safe Cities is operating as well as influencing and advocacy at national level lace.
Alexandria, Greater Cairo and Delta Program Unit
Implementation will cover
Communities (1) East Alexandria, and (2) Montazah
Districts (1) East Alexandria, and (2) Montazah
 
Assiut, Upper Egypt Program Unit
Implementation will cover
Communities (1) Al Kossia, (2) Zarabi Al Kossia (3) Abo teeg (4) El Arbaeen
Districts (1) Al Kossia, Zarabi Al Kossia,
(2) Abo teeg (3) El Arbaeen.
 
As part of the implementation of the Women's General Union in cooperation with Plan International for the Project of Safe cites led by girls, the union announces looking for a consultancy mission to work  mapping of laws guide  in Assiut and Alexandria
 
B. Tasks and responsibilities
 
Develop and design the mapping Lows guide for case management and referral systems for “Child Protection” CP and “Gender-Based Violence” GBV in Assiut and Alexandria
Communities (1) Al Kossia, (2) Zarabi Al Kossia (3) Abo teeg (4) El Arbaeen
Districts (1) Al Kossia, Zarabi Al Kossia,
(2) Abo teeg (3) El Arbaeen
 In Alexandria
 Communities (1) East Alexandria, and (2) Montazah
Districts (1) East Alexandria, and (2) Montazah
 
C. The consultants' main deliverables are:
•             An inception report
•             Final report in  Arabic.
•             Executive summary in both English and Arabic
•             Copy of the questionnaires
•             Filled questionnaires
•             List of interviews
•             Focus group discussions report .
•             Forms of case management, and referral full process
•             Identify gaps in laws, all provided services in targeted communities, quality of trained staff, etc.…
•             Recommendations and findings based on the gaps which will be the starting point for future work
 
 
D. Professional Skills and Experience
-   A Bachelor's degree of Laws with experience in child rights and violence against children.
- Field experience in dealing with child rights committees and the National Council for Childhood and cases of referral.
- Research experience of not less than 7 years.
-Post Graduate qualification in relevant fields of study (preferable)
-Strong analytical and evaluation skills.
-  Experience in working on Child protection and gender-based violence issues (desirable)
- Experience in working with people from different social- economic backgrounds
